Legal Foundations of the Philippie Educational System

Please answer the following;

1. Read carefully the provisions in Section 3(2) of Article XIV on Education. Explain the mandate that the state shall " establish, maintain, and support a complete, adequate, and integrated system of education." What do the italic words mean?

2. Discuss the complementary roles of public and private institutions. Are these roles of public and private institution reflected in th pre - service education of teachers?

3. Based on your observation, as a would - be teacher what are the educational institutions doing to attain the goals stated in Section 3 of Article XIV?

4. Section 2, paragraph 2 cites free public education in the elementary and secondary levels. Was this previlege enjoyed before? Does this free publc education have a bearing on your teaching career in the future? Explain your answer.

  1. 4. Somehow this so called "free public education in the elementary and secondary levels" are quite implemented because compare to private schools their tuition fee is really soaring high, the uniform, books and some other things they really have to pay for every goods and services given to them. Unlike in public schools, they do not have tuition fee and I believed that there are teachers who properly teach their students, even if the students are not the ones who are really paying them. They just do their jobs which is teaching, hence students in public are being thought for free. Except for the fact that they need to have money for transportation, projects, books, uniforms, meal and the like. With regards to tuition fee, I believe its almost free.

    If I will be in a public school to teach I hope this free public education will not have a great deal on me. As much as possible I would like to do my job which is to let the students learn through my teaching.

    Although I believe that somehow, it will have a bearing on me, especially if the student will require my full effort and attention. It will be hypocrite to say "no it will not have a bearing".

  2. 1. It means that all educational institutions should follow or implement a curriculum which is responsive with what the current society needs. All institutions must be able to deliver or produce students who will perfectly suit to the demands of the industry they will soon work with.
    Complete adequate educational needs should be address with no gap,materials/device and all physical facilities that will help develop/enhance students learning must be attended without delay.

    Integrated means all the learnings/skills shall be in line with the mandated laws. It should be in coordination with what the society/industry needed. Skills by the students should meet the demands of the society. Students who graduate can easily be hired without further or atleast only little training is needed for them to be able to contribute to what the society needs.


    3. All educational institutions are working to attain these goals, but ofcourse there are failures in achieving all the goals. They might be able to attain some but no educational institution can fully achieved these goals.
    Both public especially private institutions provide scholarships, vocational training to adults, OSY and disabled, On the job trainings and the like, its just that some staff maybe lacking in motivation or skills to implement these programs or they might not have enough or not resourceful enough to attain these goals.

    4.It is in a very little percentage because we have to admit that even if parents of every elementary and secondary students wanted their children to be enrolled they cannot be accommodated because we lack teachers, schools and facilities. Parents of these students should still provide for their own books, uniforms, transportation, meals and some other things, total free education is not happening in this country.

  3. 1.The government should provide its citizens a free education. Education should be free for all those who desire it.


    Complete- it means elementary, secondary and tertiary education.

    Adequate – school facilities like classroom, books, technology should be accessible to all students.

    Integrated – educational programs should be felt on the lower levels of education.

    3.Section 3 (1) states the study of Constitution, i guess most schools ( colleges and universities ) made it a point that they include Philippine constitution as part of their curricula.

    Section 3 (2) Basic education integrate these principles in values education subject and teachers in lower grades instill these principles.

    Section 3 (3) I remember during my elementary and even high school days, someone would come to our school ( at least once a month ) and teach religion ( Catholicism ), so i guess the government is doing the best they could to accomplish their objectives.


    4. Yes.... and i believe that it is significant for me as a would be teacher, or any teacher for that matter. Why? Because if we have a free education, i think that there would be a problem in terms of the teacher-student ratio (which is happening at present). It's one of the challenges of our education system today. In most public schools ( basic education), the average number of students is 65.


    Don't get me wrong, I still believe that education should be available for everyone and schooling should not cost money, but i think the problem lies in the upper levels of education, sometimes they impose a freeze on hiring new teachers. For example, i've worked in HR before and i've interviewed applicants who are education graduates and LET passer. When I asked them how come they don't teach? Their usual answer would be.... they applied in public schools but they were told there are no available positions, or they're on the waiting list (??)... but ironically, when the school year starts the usual problem is that most public schools don't have enough teachers. But that's just my opinion, I could be wrong though.

  4. 1. It means that the education system in our country should meet the needs of the generations. It meant that education should be forward not backward. Should be progressive not laid behind.

    2. The roles of public and private institutions both give scholarship grants for deserving students. I think yes because the pre-service education teachers can help the institutions in having more teachers. That will be the teachers training ground.

    3. I guess most school respects this law because they really celebrate patriotism as well as nationalism. They explain and celebrate our holidays like Philippine Independence day, Heroes day …
    In terms of religion, most school practice freedom and they respect your religion. They start and end the school day by praying. Not like in America, that yes they have freedom in terms of religion but as Anne Graham Lotz said, the government put God in a box. They do not allow praying in the schools. And even bible.

    4. When we say free, I think it means that you do not have any monetary responsibility, but as what I heard public students have to get their nso birth certificate every year, then they have to pay certain amounts for contributions, PTA and donations. If this is what we call free then how about those children that do not really have money.

    I think my parents enjoyed free public education. Based on their stories they even have free foods.

    Yes, this free education will have a bearing in my teaching career because we ought to serve others not just only get money from them but be a blessing to someone.

  5. 1. I’d like to be as literal as possible to explain the italicized words to express how disappointed I am with regards to the education system we have in this country. Complete means having all the necessary parts or components. Adequate means sufficient to satisfy a requirement or meet a need. Integrate means to make into a whole by bringing all parts together. I believe that the Article XIV Section 2 of the Constitution did not fulfill its task to provide the citizens of this country the complete, adequate, and integrated system of education. Annually, the budget allocated for the Department of Education is quite enormous but despite this huge sum of money there are still schools who are complaining with regards to the situation of the education in their area. Complete means that the government shall provide all the necessary educational paraphernalia such as books, chairs, tables, classrooms, comfort rooms, buildings, etc. Not only these stuff, but also complete in a sense that from the beginning an individual is able to go to school and learn up to the time he is already capable to become productive citizen of the country, the government must provide an institution for him regardless of his status in life. Adequate means that the state shall provide proper compensation for the teachers who pledged that they will serve the youth and the nation. Adequate also means that they will provide school materials that are in good condition and in best quality. Often times they donate materials that are obsolete and after a year of use, these things can’t be used anymore. Integrate means that all the programs launched in the name of education must meet the needs of the society. Due to lack of monitoring, the government wasn’t able to know whether every school in the country carries out the plan of the government for the youth. It’s really quite devastating how this country exists with this kind of education system.
    2. I believe that the roles of the public and private institutions are the organizations and the networks in which an educator must be involved in order for them to enrich their knowledge and skills in teaching. BIOTA, PTA, MATHED, CTA, SUCTEA, PAFTE, NOPTI, and the like are some examples of the organizations that help the in-service teachers to update, upgrade, and improve their profession. I am not fully aware of any organizations for the pre-service teachers but I assume that the colleges and the universities allow the pre-service teachers to develop their own group within the campus for them to experience networking in their chosen profession.

  6. 3. The education system we have is engraving every students the love for country, the patriotism, and being nationalistic in nature. As a proof, on elementary and high school level, they commemorate Linggo ng Wika every 2nd week of August. Also, the Philippine Literature, Florante at Laura, Noli Me Tangere, and El Filibusterismo describes the subject codes of Filipino in high school. On the other hand, Philippine Literature, Rizal’ s Life and Works, Philippine Constitution, and Philippine Tax Laws are the compulsory subjects required to students who wish to finish the tertiary level. I can say that if my time to teach comes, this education system will still prevail.
    4. I can still recall I enrolled myself alone for the first time when I was in grade five. My teacher to be told me that I have to pay fifty pesos for the report card that I will be receiving in that year. It is only now I’ve learned that there should be no payments to be made since I was enrolling myself in a public school. But I can’t blame why it has to happen. I think that only during Magsaysay’s regime my fellow Filipino enjoys true free education. Today, the corruption is very rampant and these educators are greatly affected by it. If by any chance I become a public school teacher, I will do my profession whole heartedly being the simple public servant of this country. By any means, I’ll do my best to give my students the knowledge they are entitled to have freely. If there’s no means to decline the principal’s order to ask monetary support from the parents, I would encourage the parents of my students to raise a fund to support their kids, the school, and the community.

  7. 1. The italic words mean that the our Constitution have the command that the State shall set-up or start, continue, and sustain a whole, sufficient, and incorporated system of education. It means that any student deserves a full information of education that the State and the school shall continue and sustain in a way that it is integrated to the system of education which the student shall continue until his tertiary of education in whatever field he has chosen.

    2. Yes, I think the roles are reflected in the preservice education of teachers because almost all of the schools are incorporating subject areas which are very important in the mastery of the course or major that they chose to teach in the future. Like in my experience, I think they have included, if not all, but most of the Math and Computer Science Subjects to make us equipped with the skills we need in order to teach in a school or work in the corporate world.

    3. I think the educational institutions are doing their very best to attain the goals stated in Section 3 of Article XIV because I have observed that when I was in Elementary and Highschool, we would have this regular Monday Flag Ceremony and prayer. In addition, we would always celebrate a Mass if there are occasions such as Ash Wednesday, Immaculate Conception, and others. We also had our Social Studies subject from Elementary to Highschool and Rizal and Philippine Constitution Subjects in College. We even had our Theology up to Second Year. Therefore, I think every educational institution is following the goals stated in this Article.

    4. Yes, I think it was enjoyed before because I know a lot of people who graduated from public schools and they were able to graduate for free. Though, I think for me, if our government would somehow lessen or totally eradicate corruption, the salaries of the teachers would increase and would somehow uplift the living standards of teachers like me, if ever I would teach in a public school.

    answer :we must support what ever they do for the goodness of the education.

    answer: i guess the educational institution are doing what is the best for the school and they doing their very best.

    answer: before even if the public school are free their in no burden in the teacher side because the government is giving all the benefits of the teacher

    It means that our government should give the Filipino a free education from primary to college wherein they help them to become productive citizen of the country as they will be guided by our own education system that they integrate nationalism in the curriculum.

    Yes, these two bodies help the pre-service teacher to develop their skills in teaching like the teaching strategy.

    3. Based on your observation, as a would - be teacher what are the educational institutions doing to attain the goals stated in Section 3 of Article XIV?

    They include this in subject in social studies. When I was in college we have to take 3 units of Philippines constitution. In high school they incorporate the Philippine constitution in social study and Philippines history.

    Yes, especially during marcos era. We inherent this practice during American colonization and as year progress we include this practice in our constitution. If only the government will take seriously in giving free education for the Filipino. They can produce several public school teachers which of course there will be huge demand for teacher. This is a great opportunity for me and for the other who wish to enter in this career.
